We’ve relaunched our newsletter! It’s meant to keep you up on what’s new, what’s due and, even, what’s too good to be true in the nonprofit industry. We also hope this newsletter will serve to remind you to feel free to turn to us for assistance with any of your agency’s concerns. Remember: We’re here all year round.

The Balanced Scorecard is a management approach based on performance measurement across financial, consumer, internal, and learning and growth perspectives.  It will help you decide on what you want to accomplish and, more importantly, how you will accomplish it. The BSC does for strategic management what financial reports do for financial management by focusing everyone within an organization on the same goals, through internal alignment.

REIMBURSABLE COST MANUAL:

The draft version of the new RCM is out. We recommend that you take note of the changes that have been made and,

in particular, those referring to the following: 

·        An increase in the allowable food costs (see Manual pp. 21 – 22)

·        Changes in CFR reporting requirements for 611/619 Grant Revenues (p. 23)

·        Documentation requirements for costs associated with meetings, conferences and cell phone use (pp. 27, 38)

·        Commissioner’s approval of education program expansion requiring additional staff, property related costs, classroom equipment, etc. (pp. 45 –46)

·        Conformance with a specific approved program’s student/staff ratios as defined in programmatic approval letters from VESID - SEQA (p. 48)

·        Clarification of SEIT billing rules (pp. 50 – 51)

·        Rates for newly approved Special Class programs (p. 53).

If your school has a segregated preschool special class greater than 2.5 hours per day and has NOT previously requested a waiver, you must file a total cost screen waiver request before JUNE 30, 2001 to receive the Rate Maximum Increase (RMI). 

Re:  OMRDD 

4 June 30, 2001 is the DEADLINE for fiscal-year filers to file rate appeals, and price adjustments for IRAs & ICFs.

4 Contingency funds are available for Community Residences.

 

 

THE THREE Rs

Related-Services Reporting Requirements (RS-1 and RS-2) 

E

ffective July 1, 2000, SED added reporting requirements for all children receiving “related services.” The two new required schedules are RS-1 (Related Service Capacity, Need and Productivity) and RS-2 (Need For Related Services). These reports are separate from the CFR reporting requirements and are due for all agencies — whether calendar- or fiscal-year filers — on October 31st. Information contained within the reports covers related services provided on a July 1--June 30 basis. Fiscal-year filers who request a thirty day extension to file the CFR will automatically receive a 30 day extension for the filing of the RS schedules. 

SED requests that the reports be filed on computer diskette and named as follows:  

§                     RS-1 files should be named “RS-1_9000.xls” for 9000 programs, “RS-1_9115.xls” for 9115 programs, and so forth.

§                     RS-2 files should be named “RS-2_9000pt.xls” (physical therapy services for schoolage children), “RS-2_9115st.xls” (speech therapy services for preschool children), and so forth. 

The reports should be submitted on one diskette, size permitting, with only one worksheet per file.  The worksheet can be extended to add as many rows as needed. SED prefers Excel worksheets, but will accept Lotus. 

All diskettes submitted to the Program Services Reimbursement Unit should be clearly labelled with your agency name, twelve digit school code, the reporting year and reports filed (RS-1 and/or RS-2).
